Lowes sells various sizes and kinds so you can pick the one you like the most. They have a piece that screws in on the bottom but just unscrew that and your piece will sit flat.

This part may look scary but I promise it is not. You will need to drill holes for your flags to fit into. So find a drill bit just slightly bigger than the size of the pole and drill one in the top.

I then drilled 4 holes evenly around the sides for the rest of the flags. Add your flags and your finished!
